If you have the axis to assign it to try pushing your brake all the way down, then click to assign and release the brake and push it back in to assign. WebTwo ways worked for me in combining 2 axis to one rudder axis: a) In DCS assign both axis to the rudder and select slider and an Y saturation of 50 for both and invert one. This works fine as long as you only ever push down one pedal at a time, if you step on both the rudder will jump left and right to whichever pedal provided the last input.
