The answer, contrary to everything I've read on the Web, is to use "insert" rather than "paste." With inserting the text from the original doc, the text and comments show up in the new doc (with "Track Changes" turned off in the new doc). Microsoft should update and post this in the Help library--it's such a basic maneuver.
